1 .0 Quality Policy:
1.1 An essential part of any production oriented operation is the utilization of a
comprehensive quality assurance program. This Quality Assurance Policy Manual
provides an overall deflation of the policies and procedures utilized by Ralph R.
Chamberlin, Inc., dba Vulcan Products during the planning, production, and delivery
of the product. These systems are based on satisfying the general requirements of the
International Standard Organization's ISO 9002 Quality Systems,
1.2 The Quality Assurance Function reports to the President of Ralph R. Chamberlin,
Inc., dba Vulcan Products. It has the individual authority to identify and evaluate
quality problems and recommend solutions.
1.3 The quality requirements of the initial proposal are reviewed to ensure that
provisions are made for adequate procedures, controls, tools, and skills to assure product
quality. Correlation and capability of manufacturing and quality techniques and
documentation are addressed at this time.
- 1.4 All work affecting quality is documented by the way of
instructions which are complete and which provide the criteria for acceptable performance.
Compliance with these instructions is monitored as a function of the Internal Audit
Program. Certain instructions, along with other documents and forms, provide the basis for
quality record keeping. The Quality Assurance Function analyzes these records and uses
them as a basis for acceptance or rejection and for management action
1.5 The Quality Assurance Function has the responsibility of identifying occurrences which
are adverse to quality. The use of Statistical Process Control ( SPC ) is one of many
tools used to identify these occurrences. Quality Assurance is responsible for obtaining
deflation of these occurrences and subsequently reviews of the corrective measures for
adequacy.
1.6When a requirement of Ralph R. Chamberlin, Inc., dba Vulcan Products customers the
Quality Assurance Function will maintain the cost of quality data. All preventative,
appraisal and failure cost will be identified and utilized as a tool for managing the
overall quality program.
- 1.7 All drawings, specifications, procedures, etc. and changes
are reviewed as part of the quality program This review is concerned with the adequacy,
completeness, and correctness of these documents with respect to the purpose of the
intended product.

- 1.8 The Quality Assurance Function monitors the system to
verify current information at the point of use and to see that the elective point changes
are incorporated and met.
- 1.9 Ralph R. Chamberlin, inc., dba Vulcan Products employs a
calibration and recall
system which assures that all measuring and test equipment used to verify final
acceptability of the product are checked against known standards at established
intervals. Standards used are traceable to the National Standards Institute of
Technology ( NIST ).
- 1. 10 A system is utilized to monitor suppliers to determine
their ability to supply, on a continuing basis, the required quality parts and services.
Formal evaluation of receipts from and rejections of suppliers is maintained in order to
approve or disapprove suppliers.
- 1. l l All materials to be used in processing and
fabrication are inspected to verify their conformance to requirements. Raw materials are,
as a minimum accompanied by certifications which attest to their compliance with the
requirements of their respective specification. Inspected materials are identified until
subsequent processing obliterates identification. Material awaiting inspection, or
material that is unacceptable, is segregated and/or identified to the extent necessary to
prevent intermingling with approved material.
1. 12 The Quality Assurance Function monitors the issuance of, and compliance with, all
work instructions for processing and fabrication operations. The criteria for approval and
rejection along with the means for verifying acceptability of the product is provided.
Physical examination, process monitoring or both are employed as need dictates.
- 1. 13 Final Inspection measures the overall quality of the
completed product, to assure its end use and function requirements are met. The quality
program provides for reporting any encountered difficulties to the proper disciplines.
1. 14 The Quality Assurance Function has the responsibility for verifying proper handling,
storage, packing, packaging, and delivery of all products. Instructions are defined to
protect the quality of the product and prevent damage, loss, deterioration or substitution
1. 15 Any material determined to be outside of the specified requirements is identified
and/or segregated from acceptable items. These items are then submitted to the Material
Review Board ( MRB ) for disposition. Holding areas which are separate from those for
acceptable material are maintained. Provisions are made for documentation, review,
disposition, corrective action and as deemed feasible, rework of the nonconforming items.
1. 16 When it will not jeopardize overall product quality, statistical sampling is used to
minimize inspection cost. Any sampling plan used is in accordance with established
standards.
1.17 Stamps, tags, routing sheets, and other devices are utilized to indicate the status
of the product during the manufacturing cycle.
1.18 The Quality Assurance Function coordinates all customer requests for inspection at
Ralph R. Chamberlin, Inc., dba Vulcan Products and suppliers facilities, when required,
these requests will be applied to the Purchase Orders via the Suppliers Quality
Requirements Code SQRC-0001.
1.19 Any material which is furnished to Ralph R. Chamberlin, Inc., dba Vulcan Products as
a requisite to contract performance is subject to a documented procedure for its
examination upon receipt. Proper use, maintenance, storage, and safe return where
applicable.
1.20 In summary, from the initial stages of manufacturing process development, to
implementation and prove out, and through,h procurement, fabrication and shipment, this
quality assurance program developed by Ralph R. Chamberlin, inc., dba Vulcan Products
addresses all aspects of contract performance.
- 1.21 This quality assurance program is implemented throughout
the organization by written Quality Assurance Procedures to assure total compliance with
all internal and customer standards and requirements.
2.0 Organization:
This section defines Ralph R. Chamberlin, inc., dba Vulcan Products organization in terms
of its major units of operation. The Quality Assurance Function is responsible for
verifying the coordination and implementation of the requirements of ISO 9002
requirements. However, since all disciplines of Ralph R. Chamberlin, inc., dba Vulcan
Products contributes to the Total Quality Management effort, their actions together with
the Quality Assurance Function, constitutes the entire quality program as it applies to
ISO 9002.
2.2 Ralph R. Chamberlin, Inc., dba Vulcan Products is separated into six administrative
functions defined as follows:

2.3 Quality Assurance is divided into ten areas of responsibility, interacting with all

3.0 Resources:

identifying the resources and training personnel for performing the work and verification
activities to assure the product is in compliance with the established requirements.
3.2 The Manufacturing Supervisors are responsible for identifying and maintaining their
departments resources and training personnel to assure Ralph R.. Chamberlin, inc., dba
Vulcan Products maintains the required technologies and trained employees.
4.0 Management
Review:
4.1 Ralph R Chamberlin, Inc., dba Vulcan Products executive management shall review the
quality system on a scheduled basis, to ensure the effectiveness in meeting the
requirements of ISO 9002 and the stated quality policy and objectives. Records of these
reviews shall be maintained and acted on as determined by management.
